​Camden council decided to launch a consultation to allow the community to have an input in the decision making process around libraries and to help shape this strategy.

The consultation consisted of a survey, focus groups, public meetings and individual meetings with key stakeholders.

This strategy identifies future library provision in Camden and is based on the survey results, the feedback, and the equality impact assessment results.

The aim of the study was to provide a clear understanding of the extent of current provision and identify interventions that would increase participation amongst local residents.

The needs assessment covered the Borough as a whole but had a particular focus on the wards of Kentish Town, Kilburn, Kings Cross and St Pancras and Somers Town. Residents living in these wards suffer the worst life expectancy and are amongst those with the lowest levels of regular participation in sport and physical activity.

4 Key areas explored as part of the study included:

• relevant policy, research and guidelines at a local, regional and national level
• demographic, health and participation profile of the local population
• barriers to participation
• current service provision and future needs
• adequacy of current indoor and outdoor facility provision

Camden’s Local Economic Assessment (LEA) describes the position of Camden in the London economy and discusses the economic challenges and opportunities for Camden. This should provide the Council and its partners with a sound understanding of the borough’s economic position.

The LEA will be used to inform local decisions on economic development and social policy in the context of significantly reduced public funding.

Local authorities are required to prepare an LEA under the Local Democracy, Economic Development and Construction Act 2009.

Social capital can be defined as the shared norms and co-operative relationships that help us to get along together as a society. It is the social glue that enables us as individuals to cooperate and act collectively. While definitions of social
capital vary, it can be broken down into a number of different components, including citizenship, neighbourliness, trust and shared values, community involvement, volunteering, social networks and civic participation.
In March 2008, the London Borough of Camden commissioned Ipsos MORI to run a survey amongst Camden residents to establish levels of social capital in the borough, to check whether these have improved over recent years, and to start to
explain some of the changes that have occurred.

Monitors and analyses the performance of our planning policies and our progress on our planning policy documents.
We monitored 40 indicators in 2011/12 to track our performance against the Local Development Framework (LDF) Core Strategy and Development Policies documents. Where possible we link indicators to existing planning policies and targets, although not all indicators are directly related to planning activity. Some, such as air quality and recycling indicators, monitor the significant effects of activities on which planning has limited influence on which nevertheless provide an insight on the state of the borough and its
environment.
